Abu Dhabi has announced an ambitious plan to become the world’s first fully AI-native government by 2027. The initiative, part of the “Abu Dhabi Government Digital Strategy 2025–2027,” aims to integrate artificial intelligence into all government operations and public services, transforming how the emirate functions.
The strategy focuses on automating all government processes, reducing human error, and improving efficiency. Over 200 AI solutions will be deployed across various sectors to enhance public service delivery. In addition, the adoption of sovereign cloud computing will ensure data security and compliance with national regulations.
A key component of the plan is the “AI for All” program, which will train citizens in AI applications, preparing a technology-savvy workforce for the future. The strategy is projected to add over AED 24 billion to Abu Dhabi’s GDP by 2027 and create more than 5,000 new jobs in AI and digital transformation fields.
Strategic partnerships with technology leaders such as Microsoft and G42 will provide infrastructure and AI solutions. A major milestone includes the development of the “Stargate UAE” AI data center, set to begin operations in 2026, which will become one of the largest AI data centers outside the United States.
This initiative positions Abu Dhabi as a global leader in AI-driven governance. By embedding AI into government operations, the emirate aims to set a benchmark for digital transformation in the public sector, delivering faster, more personalized, and efficient services to residents and businesses.
