The United Arab Emirates is reviewing plans for one of the world’s largest artificial intelligence infrastructure projects after recent regional security concerns prompted officials to reassess how critical technology facilities should be built and protected.
The project, known as the UAE-US AI Campus, was originally designed as a massive 5-gigawatt artificial intelligence data center complex in Abu Dhabi. However, people familiar with the discussions say authorities are now considering a different approach that would spread computing capacity across multiple locations throughout the country.
The revised strategy follows growing concerns about the vulnerability of major infrastructure projects during regional conflicts. Officials are evaluating ways to improve the protection of key technology assets against potential drone and missile threats.
Under the original plan, the project would have covered about 10 square miles in Abu Dhabi, creating one of the largest AI data center campuses outside the United States. The facility is considered a cornerstone of the UAE’s efforts to become a global leader in artificial intelligence and advanced digital technologies.
Sources familiar with the discussions said the project will likely evolve into a network of interconnected data centers located across different parts of the UAE. Such a model could reduce risks by avoiding the concentration of critical infrastructure in a single location.
Authorities are also studying additional security measures. These include stronger air defense protection around key facilities and the possibility of constructing parts of the infrastructure underground to improve resilience against potential attacks.
The AI campus was announced during a visit by US President Donald Trump to the UAE. The initiative represents a major partnership between Emirati and American technology companies and forms part of a broader strategy to strengthen cooperation in advanced technologies.
The project is led by G42, an artificial intelligence company controlled by Sheikh Tahnoun bin Zayed Al Nahyan, the UAE’s national security adviser and brother of President Sheikh Mohamed bin Zayed Al Nahyan.
The development is central to the UAE’s long-term economic diversification strategy. The Gulf nation has invested heavily in artificial intelligence, digital infrastructure, and advanced computing as it seeks to reduce reliance on oil revenues and position itself as a global technology hub.
The partnership also reflects expanding cooperation between the UAE and leading US technology firms. As part of broader agreements, the UAE secured access to advanced AI chips and technology from American companies while committing to deeper investment in US-based artificial intelligence infrastructure.
Several major technology firms are involved in the initiative, including OpenAI, Oracle, Nvidia, Cisco, and SoftBank. The project is also linked to the Stargate initiative, a major effort aimed at expanding artificial intelligence infrastructure capacity.
Construction on the first phase of the development is already underway. The initial stage includes a 1-gigawatt computing cluster known as Stargate UAE. The first 200 megawatts of capacity are expected to become operational this year.
When completed, the first phase is expected to provide enough computing power to support government agencies, businesses, and institutions across the UAE with access to advanced artificial intelligence technologies.
Despite reports of possible design changes, G42 said work on the AI campus continues to move forward. The company stated that project plans remain under continuous review to ensure they meet the security, operational, and resilience requirements expected for infrastructure of this scale.
OpenAI also confirmed that cooperation with the UAE remains on track. The company said progress continues on infrastructure development and technology adoption goals associated with the project.
The potential redesign highlights how geopolitical developments are increasingly influencing technology investments and infrastructure planning. As artificial intelligence becomes a strategic national priority, governments are placing greater emphasis on security, resilience, and long-term operational stability.
While officials have not announced a final decision, the shift toward a distributed network of facilities suggests that future AI infrastructure projects may place equal importance on security and computing power. For the UAE, the project remains a key part of its ambition to become one of the world’s leading centers for artificial intelligence innovation and digital transformation.
